The Project consisted of a joint venture between an Argentine citizen, Mr. Guillermo Kraves, and a United States company, Poly-Bond Inc. The joint venture, named Dominion Nonwovens Sudamericana, S.A. (DNS), currently produces a type of nonwoven fabric used in the manufacture of baby diapers. The Project was driven by a change in technology. Over the past two decades, the technology for producing nonwoven fabric has had a clear shift from the older carded technology to a newer spunbond technology. This project consisted of the construction and operation of a nonwoven textile plant with a capacity of 445 million m2 per year. (the “Project”). In order to achieve this scale the IIC provided a long term loan (the “Loan”) of US$ 1 O million of which up to US$5 million was cofinanced.
