Measuring Development Results

DELTA

The IIC has recently introduced DELTA (Development Effectiveness Learning Tracking and Assessment Tool), a new tool to support both project design and monitoring. DELTA is both a scoring system of the project’s potential development results and a checklist of the analytical and informational requirements based on the Good Practice Standards produced by the Evaluation Cooperation Group (ECG). DELTA allows us to determine a project’s potential development impact, to assess its alignment with our strategic priorities, and ensure evaluability.

Expanded Annual Supervision Report (XSR)

Once a project has reached maturity, the Expanded Annual Supervision Report (XSR) is prepared to measure its development outcome and assess the IIC’s investment performance, work quality, and additionality. XSRs serve both learning and accountability purposes. For this reason, the Inter-American Development Bank Group’s’s Office of Evaluation and Oversight (OVE) reviews each XSR to verify the reliability of the analysis, the impartiality and consistency of ratings, and the completeness of lessons learned. OVE prepares a report for the IIC’s Board of Executive Directors at the end of each calendar year summarizing its conclusions with regard to the performance of all evaluated projects and the quality of the evaluation process.

In-depth evolutions, impact evaluations, and other knowledge products

Our collaboration with clients and partners results in a virtuous learning cycle. The rigorous work we do during project design and execution enables us to properly evaluate and compare our projects and draw important lessons. In this context, in-depth evaluations and impact evaluations are strategically selected and focus on those areas where knowledge gaps are more critical and/or innovative approaches are tested.

All our evaluations intend to provide reliable evidence and to distill best practices. Their findings feed back into selection of clients, project design, and overall strategic planning.

We complement the knowledge generated through project-level evaluations with selected studies on systemic and demonstration effects as well as with analytics based on development effectiveness data.
